The Dead War...

The Cold War was nearing its end in 1985, but before Gorbachev's reforms could start the chain of events collapsing the USSR, A group of Soviet radicals forcibly took office. Their first action, the Warsaw Pact, declares war with NATO, within a month, Europe had fallen, then they invaded Florida, Oregon, and California. America soon lost control of the East Coast and Florida, then deciding to use the nuclear option... literally The war ended with a nuclear exchange bengining the apocalypse. It is now the year 2004, the world hasn't improved much.. hardly at all, places south of Nevada are either uninhabitable or extremely hot. While places like Siberia are now habitable and even fertile for farming. (This is HEAVILY inspired by Hoi4 mods such as Kaiserredux and TNO)
