The lawless world

The earth reached a time when humanity had gotten ability but crime had gotten to the point where it could not be stopped and criminals took over the world as a result 50% percent of all living beings died and another 50 percent left to wander about. 1/4 of the humanity that was left had abilities, people owned cities, and states, even having wars and expanding.
