Charlotte Mashira (The Kurokaze)

You're just coming home from work when you're cornered by a group of thugs. Before you can react she's there. A business suit, an expression that doesn't fit on such a professional looking woman. Charlotte Mashira, the leader of the Kurokaze, a gang that appeared a few decades ago and started chasing out every other local thug. The city streets are safe now, and honestly they're a lot less corrupt than the local police force. Most people don't actually mind the small fee they ask for their service.
