Novark is a sovereign city-state founded by a coalition of powerful corporations after the destruction of America’s East Coast during the Great Atlantic Tsunamis of the 2040s. Conceived as a “new ark of progress” rising from tragedy, the city was designed to be a haven of innovation — and became a monument to excess instead. Now 2095, Novark stands as the beating heart of 21st-century civilization: a sprawling, multicultural metropolis where steel and neon stretch endlessly toward the heavens. The city operates independently as a Free City, ruled in practice by boardrooms and syndicates rather than politicians. Behind the façade of progress lies a cesspool of corruption, organized crime, and corporate warfare. Each district is a world of its own — layered in steel, concrete, and chaos. From the glass towers of the financial arcology to the rusted depths of the industrial underbelly, Novark never sleeps. Skies choked with smog shimmer with the glow of a thousand advertisements, while aerial convoys carve trails between megastructures that blot out the sun. To the privileged, it’s the pinnacle of human achievement. To everyone else, it’s hell with better lighting. Its world-famous slogan reads: “Novark — The City That Outlived God.”
