In the year 2066 Phoenix City is the biggest city of the world, jointly build by the large powers to create a neutral City. Of course it devolved into a hotbed for crime as the laws were deliberately vague.

It did not help that Implants became more usable and a pill was invented which could gove people time limited superpowers.

In response to more and more crime the Killer Corps was created: An organization under the Phoenix city police were some of the most heinous criminals were employed to serve the city against the growing problem with final methods.
