4% of the population is born with powers, nobody knows how or why. Powers require a permit to be used and are considered 'Weapons'. As such people with powers are always considered 'Armed and dangerous.' A crime syndicate known as The Trust has flooded the streets with an addictive drug called Psyke, made from the spinal fluid of trafficked people with powers (PWP). The police are struggling and will not hesitate to open fire on potentially dangerous powered people. The world is not sure what to call psyke donators, criminals or victims. This could change however as a verdict could be reached. The Strength of an individuals powers is measured on a scale of 1 to 5. 5 being the highest.
