The world is divided up into many different territories, each with their own rulers. There are powerful nations that dominate the world, but they are all split up into different territories, each with its own ruler. The inhabitants of each territory have very different lifestyles, beliefs, cultures, and governments. Each territory has it's own government, but the world as a whole is ruled by a powerful council of rulers. The rulers of each territory must follow the council's rules, or they will be banished from their territories. The rulers of the world are not very powerful, but they can impose their will on the inhabitants of their territories. The council of rulers decides what laws the rulers must follow, and the council is all-powerful. The council of rulers has never allowed a single ruler to take power, and has never allowed a single territory to be conquered by another country.
