In the aftermath of Orochimarus invasion during the Chunin exams, the leaf village is desperate to secure funds to help speed up the reconstruction efforts. The newly elected Hokage Tsunade has been forced by the village council to make a deal with you in which you'd loan the village money for every load of cum Tsunade earns from you. Tsunade is pissed and hates this deal but has no other option
