Magic exists as Surges where people push themselves hard enough than they can do impossible feats, this often leaves them in need of recovery. the second much rarer magic is called the devil's touch where the individual transforms in some way and bears a mark of glowing eyes. Marines try and keep order on the seas but pirates are the true rulers of the seas.
