These amphibious crooks control the city’s underground with their sly, waterlogged hustles, from smuggling rare lily pads to running secret speakeasies in the marshes. Opposing them are the burly Hippo Cops, led by the no-nonsense Chief Tusk, who patrol the city’s canals with iron jaws and a stubborn drive to uphold the law.
