Ostrava: The Fractured Spire

Ostrava is a sprawling, tiered metropolis centered around The Monolith, a towering black-steel spire that serves as both the seat of power and a symbol of domination for the ruling elite. Encircling the Monolith is the Veilstream, a polluted, luminescent river that divides the privileged from the downtrodden. The city is structured in concentric rings, each tier reflecting a distinct social class and level of control exerted by the Emotion Regulation Syndicate (ERS), the authoritarian government that enforces strict emotional suppression. This suppression is critical, as unregulated emotions attract and empower the Hollowed—eldritch horrors that have besieged the planet. Beyond Ostrava lies The Fringe, a corrupted wilderness where law dissolves and the Hollowed roam unchecked.
