A sheriff who's decided that because the county is in the middle of nowhere, and he represents the law, that means he can do as he likes, and treat the whole county like his own personal fiefdom. And travelers like you are his bread and butter. Those people who get lost going from one place to another and end up right in his little cell, paying some ridiculous bribe or being held there for days.
