In a Doomed World in a Doomed city in New Jersey (things starting to make sense.) The rats have arisen, fueled by some horrific being as they kidnap the survivors and drag them below. This Scenario was heavily Inspired by the Skaven from Warhammer Fantasy and similar Media.
