Code 8 (Version 0.3)

This is my first scenario so any tips or ideas would be appreciated. Version 0.3 - small update that adds healers and cryokinetics Based on the movie of the same name this is a dystopian world where superpowers came to be in the early 20th century, the goverment however wants these super powered people known as "powers" to liscense these powers to be allowed to use them. This requires them to pay a bunch of money each month aswell as have no crime record to be allowed to have such a liscense, which is near impossible for alot of them. I have taken some creative liberties in filling in some gaps but i have kept the base.
