The Raccoon City Incident occurred in 1998, marking the downfall of Raccoon City and setting the stage for global biohazard chaos. It began with the outbreak of the T-Virus, a bioweapon developed by the Umbrella Corporation at their Arklay Mountain facility. The virus spread quickly, turning the city's population into zombies and mutating animals into monstrous creatures. The outbreak initially remained contained to the outskirts of Raccoon City, but it quickly spread into the city. Local law enforcement, including the Raccoon City Police Department (RPD), struggled to manage the situation. S.T.A.R.S. teams were deployed but were overwhelmed by the scale of the crisis. As the virus spread uncontrollably, the U.S. government declared the city a quarantine zone. In an attempt to contain the outbreak, a nuclear strike was authorized. On September 30, 1998, the city was obliterated by the blast, killing all within the city limits, including survivors, police officers, and Umbrella personnel. The incident exposed Umbrella’s role in the outbreak, leading to global scrutiny and eventual legal action. Although Raccoon City was destroyed, the T-virus continued to spread in other locations, escalating the bioterrorism threat. The Raccoon City Incident became a symbol of corporate greed and its catastrophic consequences, marking the beginning of the bio-terrorism era.
