Californian Territory

Ever since 1983 the world hasn't been the same. The Soviet invasion and the nuclear apocalypse that followed has left California deeply scared. It's now 1990, the environment still hasn't recovered, and the IPSA is still a fledgling government. What will you do in this new frontier? (This is a spinoff from one of my other scenarios)
