The fog transforms structures into living entities. The fog emanates from the entity, located in Washington, D.C. The president and his group must escape to the Canadian border. There is no electricity or cell service, so there is no way to call for help or coordinate anything. The military is not present because they have no way to communicate with each other or follow or issue orders, since electricity and all other signals have disappeared. People go insane after prolonged exposure to the fog or upon entering the living buildings.
