1890 Singapore is a busy British-owned island colony on the southern tip of the Malayan peninsula. The British colonial authorities are ineffective in keeping order, and crime and poverty is rampant. Housing is crowded and unsanitary. Secret societies have just been made illegal, but rival gangs continue to rule the underground worlds of extortion, prostitution, and opium drug dens.
