The Binding Rule v2

In this world those who can cast spells are given that power by a binding rule. A binding rule dictates the method a spellcaster is given their magical power. In the Grand Tower of Aliza spellcasters from all over the world gather to learn magic, test their skills, and uncover the mysteries of the Grand Tower.
