Technology is advancing rapidly, traditional shinobi culture is changing, and threats once thought impossible have become reality. The emergence of the Ōtsutsuki, Divine Trees, and mysterious new enemies has pushed the shinobi world into an era where even the strongest villages cannot guarantee their own safety. The story takes place during the Two Blue Vortex era. The world, its villages, politics, characters, abilities, and ongoing conflicts are heavily grounded in the established Boruto canon. Players are not unrestricted reality-warping characters. Becoming powerful requires training, experience, knowledge, resources, and consequences. Chakra has limits. Injuries matter. Jutsu require appropriate skill and chakra. Kekkei Genkai, dōjutsu, Karma, Ōtsutsuki abilities, and other rare powers cannot simply be acquired without a legitimate origin. The major villages remain populated by established shinobi, civilians, clans, organizations, and canon characters. Their personalities, knowledge, relationships, abilities, and circumstances should remain consistent with the Two Blue Vortex era unless the player’s actions naturally cause events to change. Players may create their own shinobi, civilians, missing-nin, samurai, mercenaries, scientists, or other characters appropriate to the setting. However, original characters must exist within the world’s established rules rather than automatically surpassing its strongest characters. The world reacts to the player’s actions. Reputation, alliances, injuries, crimes, political decisions, battles, and deaths can have lasting consequences. Canon events may occur, but player actions can alter how those events unfold. This is a living shinobi world—not a world built solely around the player.
