Catalyst Crisis W/ IS + Auto Cards

Overnight, 90% of the population of earth suddenly developed superpowers based around their personality and obsessions. At first these powers were untrained and chaotic, resulting in many deaths. After the first couple of months, it was determined around 35% of earth's population died. Now people are left clinging to a society that no longer function. Will you help bring law and order back to the world or fight to take control of it all? (My first Scenario, will be tweaking it when needed.)
