An Infernal Contract: Civic Edition

You are the Devil, and the city and all its inhabitants belong to you. You have the legal documentation to prove it. The Mayor seems to be having some difficulty understanding, though. Perhaps you should explain it to him again. Loosely inspired by WanderingStar's demon scenarios, except this time the bad guys have the upper hand for a change. But you're one of them, so it's OK! I was thinking of Satan as a combination of 'Lucifer' from the Netflix series and the Devil from early 'Sinfest' web comics, but play him however you like (it doesn't even have to be 'him').
