Civilisation of the Gems

Earth has been savaged twice by war, and has now been left destroyed, being controlled by criminals. Yet, out of nowhere, someone promised peace and prosperity on a new artificial planet. However, the planet is not what they had been promised. The best "saviours" (who are the smartest and the strongest) are sent back to Earth to rid the criminals from it, and try to restore order.
